(A) It is unlawful for any person within the limits of the town to keep or use a highly explosive substance without a written permit from the Police Chief.
(B) It is unlawful for any person to make, or transport any highly explosive substance within the corporate limits of the town, without a permit from the Council.
(C) Permits issued pursuant to division (B) above, shall specify the exact route to be used by said vehicle and may permit the vehicle to be parked at a certain specified place for a specified time. Each such permit shall be valid for the time period specified.
(D) Persons who keep, use or transport their own ammunition, solely for sporting purposes, shall be exempt from these provisions.
