(A) No person shall own, keep or harbor any dog or cat four months of age or older within the town limits unless such dog or cat is licensed as provided in this subchapter.
(B) Written application for such license shall be made to the Animal Control Officer shall state the name and address of the owner, the name, breed, color, age and sex of the dog or cat.
(1) The owner shall present a valid anti-rabies certificate at the time of application.
(2) The license fee shall be paid at the time of making application, a numbered receipt given to the applicant, and a numbered tag shall be issued to the owner.
(C) The provisions of this subchapter shall not apply to any person visiting in the town for a period not exceeding 30 days and owning or possessing a dog or cat currently licensed and bearing a license issued by another municipality or other licensing authority, except the owner may be required to present a valid anti-rabies certificate to the Animal Control Authority.
(D) Each dog or cat license under the terms of this subchapter shall receive, at the time of licensing, a tag on which shall be inscribed the name of the town, the number of the license, and the year in which it expires.
(1) The tag shall be attached to a color or harness which shall be worn by the dog or cat at all times except as other provided in this subchapter.
(2) Whenever a dog or cat tag is lost, a duplicate tag shall be issued upon application by the owner and payment of a fee as established by resolution of the Council.
(E) Any person who knowingly fails within 15 days after written notice by the Animal Control Authority to obtain a license for a dog or cat required to be licensed or who falsifies information on the application, who counterfeits or attempts to counterfeit an official dog or cat tag, who removes such tag from any dog or cat for the purpose of willful and malicious mischief, or who places a dog or cat tag upon a dog or cat unless the tag was issued to that dog or cat is guilty of a misdemeanor.
(F) The Animal Control Authority shall impound any dog or cat found without a current valid license tag.
