The introduction into the public sewers of any waters or wastes having any of the following characteristics shall be subject to the review and approval of the Public Works Department:
(A) A five-day biochemical oxygen demand (B.O.D.) greater than 300 parts per million by weight;
(B) Containing more than 350 parts per million by weight of suspended solids;
(C) Containing any quantity of substance having the characteristics described in § 51.60; and
(D) Having an average daily flow of greater than 2% of the average daily sewage flow of the town.
