(A) No person shall deposit or store any human excreta other than in a water closet, an approved type privy or by other methods or devices satisfactory to and approved by the Department of Environmental Quality. No system or method for the collection, storage, transportation and disposal of human excreta shall be installed, maintained or operated except as approved by the Town Public Works Department, Department of Environmental Quality or other authority with jurisdiction.
(B) The owner of each device, method or system used for the storage, collection, transportation and disposal of human excreta shall be responsible for the proper construction, maintenance and operation of the facilities.
