§ 51.20  PAYMENT OF THE USER’S SERVICE CHARGE AND PENALTIES.
   (A)   Payment.
      (1)   All rates and service charges are due and payable when rendered. The account is considered delinquent for non-payment by the due date. The town shall submit a monthly statement to the user for the user’s wastewater sendee charge.
      (2)   The town shall add a late fee penalty as determined by the Town Council by resolution if the town does not receive the payment by the due date printed on the bill. If payment is not received by the due date, the next monthly billing will indicate the past due amount and the current amount due. The total amount shown on the next month’s billing is due and payable within 20 days.
   (B)   Payment in advance. Any residential user or class of user with a 1.0 multiplier as set forth in § 51.18 may pay one year’s charges in advance by paying for 11 months of service charges at one time. Such a user’s account shall not be subject to, and the town shall not impose, a late fee penalty or other delinquent charges.
   (C)   Payment with insufficient funds. A charge as the town council determines from time to time by resolution will be added to any user’s next monthly bill if a check for payment is returned from the bank for insufficient funds. Tendering a check covered by insufficient funds does not relieve the user of his or her obligation to make timely payment on the original billing, nor relieve the user from any late fee penalty as provided in this chapter.
   (D)   Temporary discontinuance of service and charges. A user may request that the town discontinue charges to his or her account if the premises receiving the service will be vacant for a continuous period of greater than 90 days and if the user’s account is paid in full at the time of the request. To receive the temporary discontinuance of charges, the user must notify the town of the term of the vacancy and provide a copy of written confirmation from the premises’ water provider that water service will be turned off to the same premises for the same period of time as requested by the user. Charges to the user’s account will automatically resume upon the date stated to the town by the user.
