The powers and duties of the independent auditor shall be as set forth in §VII of the Act of February 1, 1966, P.L. 1656, No. 581, §§ 1005, 53 P.S. § 46005(7), the text of which section is hereby adopted and incorporated by reference and made a part of this Part to the same extent as though the same were set out verbatim.
