(A) Any law enforcement personnel charged with the duty of enforcing ordinances of the village or any such persons as may be designated by the Village Manager, shall attach to any vehicle violating any of the ordinances of the village relating to parking, a notice to the owner or operator thereof that such vehicle has been parked in violation of the provisions of the ordinances of the village, and instructing such owner or operator that such violation subjects the offender to a civil penalty as prescribed in § 71.99.
(B) Each recipient of the notice referred to in division (A) above may, within 45 days following the date of issuance of the ticket, pay to the Village Clerk the civil penalty prescribed in § 71.99 in full satisfaction of such violation.
