(A) Required; grades; permanent identification number for master electricians.
(1) It shall be unlawful for any person who is not the holder of an unexpired, unrevoked license to do any business or perform any work in connection with constructing, installing, maintaining, extending, repairing or replacing any electrical wiring, apparatus or equipment of any voltage for light, power, decoration, amusement or any other purposes, except as otherwise permitted in this subchapter, within the city limits.
(2) All persons engaged in the work of installing electrical apparatus, fixtures or appliances, or offering or professing to do such work for pay, before engaging in such business or work within the corporate limits of the city, shall obtain, take out and procure a license of the grades as follows, depending upon the nature of the electrical work to be done:
(a) Master electrician's license. A master electrician's license shall entitle the holder to contract for, and engage in the business of, electrical wiring of any nature, and to employ and supervise journeymen electricians. Each master electrician operating a separate business will be issued a permanent identification number from the city's Electrical Inspector. This identification number shall be permanently affixed to each side of every vehicle operating in connection with the business in letters and numbers not less than 2½ inches in height.
(b) Journeyman electrician's license. A journeyman electrician's license shall entitle the holder thereof to perform any type of electrical work under the supervision of a master electrician, but in no case shall a journeyman electrician contract for, or engage in the business of electrical work of any nature, nor perform electrical work of any nature except under the supervision of a master electrician.
(c) Master sign electrician's license. A master sign electrician's license shall entitle the holder to contract for, and engage in the business of, manufacturing and installing luminous gas or electric discharge signs and outline lighting, and to employ and supervise journeymen electricians in the performance of such sign work. In no case shall sign electricians perform or supervise the performance of any electrical work whatsoever, except as so outlined.
(d) Journeyman sign electrician's license. A journeyman sign electrician's license shall entitle the holder thereof to perform any type of electrical work under the supervision of a master sign electrician and sign work as outlined above under the supervision of a master sign electrician, but in no case shall a journeyman sign electrician contract for, or engage in the business of electrical work of any nature, nor perform electrical work of any nature except under the supervision of either a master or master sign electrician.
(e) Maintenance electrician's license. A maintenance electrician's license shall entitle the holder to maintain and repair electrical lines and equipment of the firm or corporation employing such maintenance electrician, on its own or leased premises, and only when his or her employment makes this responsibility a part of his or her duty.
(f) Residential electrician's license. A residential electrician's license shall entitle the holder to perform any type of electrical work on those type structures included in occupancy groups SF - D - T as classified by the Uniform Building Code; provided that all such work shall be done under the supervision of a master electrician who is either the residential specialist's employer or a fellow employee.

(g) To obtain an electrical license. A City of Cleburne electrical license will be issued upon receipt by the city of:
1. A copy of the Certificate of Achievement for passing the electrical exam offered by the Texas Cooperative Electrical Examination Board;
2. A copy of a reciprocal letter from the electrician's "base city" which has a reciprocal agreement on file with the city and holds the electrician's original license; or
3. A copy of a current SBCCI license.
(B) (1) Application. Any person desiring a license required by this section shall pick up an application for the exam at the building inspections office of the city between 8:00 a.m. to 5:00 p.m. Monday through Friday, legal holidays excepted.

(2) Qualifications. No minor, nor any person not of lawful age will be issued a master electrician's or contractor's license. All applicants for a master or contractor license must have had four years of experience as a journeyman electrician and must be at least 21 years of age. All applicants for a journeyman electrical license must have had at least four years experience as an apprentice electrician; except where applicant is a graduate of a recognized trade school giving at least a two year curriculum, and have had at least two years shop and building experience working at the electrical trade, which may be concurrent. Applicants for an apprentice electrician license will not be given an examination, but must be 16 years of age and be recommended by a master or contractor electrician.
(C) Examination of applicant.
(1) Every person desiring to engage in any business or perform any work for which a license is required under the provisions of this section shall appear before the Electrical Inspector and pass an examination as to his or her qualifications and competency for the class of license desired by him or her as required by the provisions of this section. It shall be the duty of the Electrical Inspector to determine by written examination the qualifications of each applicant for the particular grade of license for which he or she has applied.
(2) Persons holding licenses at the time this section becomes effective, upon timely application for renewal, shall be issued a license within the grades herein provided which most closely compares with the license grade previously held.

(3) Notice of results; passing grade. The Electrical Inspector shall notify any applicant for a license under this section of his examination grade within five days after the date of the examination. A minimum grade of 70% shall be required for certification to be licensed.

(4) Appeal from Texas Cooperative Electrical Examination Board. Any person aggrieved by the action of the examination given under this subchapter or by the results of such examination shall have the right, within 10 days from the date of such examination, to appeal to the Texas Electrical Examination Board.

(5) Records to be kept. All examinations shall be kept at the Texas Cooperative Electrical Examinations Board. ('68 Code, § 11-51)
(D) Age requirements for certain applicants. No person under 21 years of age shall be issued a master electrician's license or a sign electrician's license.

(F) Issuance. A license required by this section shall be issued in the name of the person certified by the Electrical Inspector.

(G) Expiration and renewal. Each license issued under this section shall expire 12 months after its issuance. Any holder of any license of any grade issued under the provisions of this section who shall fail to secure a renewal of such license within 30 days after its expiration shall be required to secure a new license at the full first year fee.
