This subchapter shall not be construed to relieve or lessen the responsibility of any person owning, operating or installing any electrical wires, appliances, apparatus, construction or equipment for damages to any person injured by any defects therein; nor shall the city or any agent thereof be held as assuming any such liability by reason of the inspection authorized herein or the certificate of inspection issued by the Electrical Inspector.
