(A) Requirements. Any person who shall pave, or cause to be paved or construct or cause to construct an area greater than 120 square feet without first obtaining a building permit shall be deemed guilty of a misdemeanor. Required paving shall include any area covered with a hard surface which may be used for vehicle or pedestrian travel, vehicle parking, or recreational areas such as tennis courts, basketball courts or the like. Required paving shall exclude the portion of driveways located on private property in R-1 and R-2 Zoning Districts.
