The Municipal Judge shall supervise and control the operation and clerical functions of the administrative department of the Municipal Court, including the court’s personnel, during the proceedings or docket of the court. At all other times, the operation and clerical functions of the administrative department of the Municipal Court shall be under the supervision and direction of the City Manager or his or her designee.
