No well shall be drilled and no permit shall be issued for any well to be drilled at any location within any of the streets or alleys of the city and/or streets or alleys shown by the master plan of the city, and no street or alley shall be blocked or encumbered or closed in any drilling or production operation or for any mineral exploration, except by written permission of the City Traffic Engineer, and then only temporarily.
