§ 118.09 USE OF STREETS AND ALLEYS.
   (A)   No operator shall make any excavations for any purpose, or construct any lines for conveyance of fuel, water or minerals on, under or through the streets or alleys or other land of the city.
   (B)   The digging up, breaking, excavating, tunneling, undermining, breaking up, or damaging of any street as herein defined, or leaving upon any street any earth or other material or obstruction, shall not be permitted unless such persons shall first have obtained written permission from the Director of Public Works, and then only in compliance with specifications established by him.
   (C)   An operator shall use only the approved routes and roads designated in the permit for vehicles, equipment, chemicals or waste products used or produced in the oil or gas well drilling or operations, or in the servicing of wells.
   (D)   An operator shall repair, at the operator's own expense, any damage to roads, streets, highways or other city property caused by the use of heavy vehicles and equipment for any activity associated with the preparation, drilling, production and operation of gas wells.
   (E)   An operator shall keep streets and thoroughfares used by the operator in the city free from dirt, dust, mud or other debris deposited by vehicles involved in the preparation, drilling, production, operation or servicing of wells. The operator shall eliminate dirt, dust, mud or other debris accumulations within two hours of notification by the city. If for safety or other reasons, the city elects to perform the removal, the cost of such removal shall be paid by the operator.
