(A) Generally. All ordinances of a temporary or special nature and all other ordinances pertaining to subjects not embraced in this code shall remain in full force and effect unless herein repealed expressly or by necessary implication.
(B) Franchises. Nothing in this code or the ordinance adopting the code shall be deemed to affect the validity of any ordinance granting any franchise or other right. Such ordinances are on file in the City Clerk's office and are hereby recognized as continuing in full force and effect to the same extent as if set out at length herein.

(C) Annexations and disannexations. Nothing in this code or the ordinance adopting this code shall be deemed to affect the validity of any ordinance annexing territory to the city or discontinuing territory as a part of the city. Such ordinances are on file in the city clerk's office and are hereby recognized as continuing in full force and effect to the same extent as if set out at length herein.
