§ 130.63 RECREATIONAL VEHICLE PARKING.
   Parking or storage of recreational vehicles shall conform to the following restrictions:
   (A)   It is unlawful for any person to store or park any recreational vehicle on a vacant lot or lot without a main structure within the city.
   (B)   It is unlawful for any person to store or park a recreational vehicle (RV) on any property not zoned Single Family SF.
      (1)   It is a defense to prosecution if the property used for storing or parking a recreational vehicle is an approved RV Park, RV storage facility, RV sales facility, or RV service facility.
      (2)   It is a defense to prosecution if the RV is legally parked at an operating hotel or motel parking area, provided the RV is not parked on the property for more than seven days in a 60 day period.
      (3)   It is a defense to prosecution if the RV is stored or parked on public property, at an educational institution, a religious institution, or a property zoned commercial or industrial provided the RV is not parked or stored more than 48 hours in a 30 day period. The 48 hour limit shall be a cumulative amount of time stored or parked on all such properties to prohibit moving an RV from lot to lot.
      (4)   It is a defense to prosecution if the city issues a temporary permit to store or park an RV for an approved business use.
   (C)   It is unlawful for any person to store or park more than one recreational vehicle outside an enclosed building on a property zoned Single Family SF.
   (D)   It is unlawful for any person to occupy a recreational vehicle (RV) for sleeping or living purposes on any property within the city.
      (1)   It is a defense to prosecution if the RV is legally stored or parked at an approved RV park.
      (2)   It is a defense to prosecution if the city issues a temporary permit to occupy an RV for an approved business use.
      (3)   It is a defense to prosecution if the RV is legally stored or parked on a property zoned Single Family SF and the RV is not used for sleeping or living purposes for more than seven days in a 30 day period.
   (E)   It is unlawful for a person to store or park any recreational vehicle within the driver’s line of sight area as defined by city ordinance.
   (F)   It is unlawful for a person to store or park any RV on a parking space not constructed of reinforced concrete or asphalt. It is unlawful for a person to store or park a recreational vehicle on a surface not capable of withstanding both the static and live load of the recreational vehicle.
   (G)   It is unlawful for a person to store or park a recreational vehicle where the recreational vehicle may come in contact with or create an unsafe condition with overhead power lines.
   (H)   It is unlawful to store or park a recreational vehicle with an exterior length less than 26 feet on any lot zoned Single Family SF within the city unless the RV:
      (1)   Is parked ten or more feet from the side right-of-way line on a corner lot;
      (2)   If stored or parked in the front yard or side yard of the property, the RV is stored or parked a distance from the side property line equal to or greater than the required side yard setback; or
      (3)   If stored or parked in the rear yard of the property, the RV is stored or parked five or more feet from any adjacent property line.
   (I)   It is unlawful to store or park a recreational vehicle with an exterior length equal to or greater than 26 feet or a gross vehicle weight rating (GVWR) greater than 16,000 pounds on any lot zoned Single Family SF within the city unless the RV:
      (1)   Is stored or parked on a lot with an area equal to or greater than 10,000 square feet;
      (2)   Is stored or parked at least 20 feet from the side right-of-way line on a corner lot;
      (3)   If stored or parked in the side yard of the property, the RV is stored or parked a distance from the side property line equal to or greater than the required side yard setback and the RV is stored or parked behind the rearmost portion of the façade of the house or at least 35 feet from the front right-of-way, whichever distance is greater; or
      (4)   If stored or parked in the rear yard of a property, the RV is stored or parked seven or more feet from any adjacent property line.
