The Community Services Division Director shall have the power to appoint, employ and remove such other officers, assistants, employees and personnel as he may deem necessary for the efficient administration of the affairs of the Museum Department, and to prescribe and fix their duties, scope of authority and qualifications in accordance with the annual budget of the Museum Department as adopted by the City Council and the classification and compensation plan established by the City Council, all under the approval of the City Manager.
