In the event the City Council finds that the public convenience and necessity require the issuance of such a certificate and that the applicant meets the required qualifications to give proper and adequate service to the best interest of the inhabitants of the city, the Council shall, by resolution, grant a certificate of public convenience and necessity to such applicant which will allow said applicant to be placed on the police wrecker rotation list to be effective for a period of one year and renewable annually by the Chief of Police. In the event that the City Council does not so find the applicant will be rejected and the applicant is precluded from filing a new application for a period of one year.
