No wrecker shall arrive at the scene of an accident within the city unless such wrecker has been called to the scene by the owner of the vehicle or his authorized representative or by the police department. Each wrecker operator, when called by the owner of the vehicle or his authorized representative, shall notify Police Communications before proceeding to the scene of the accident.
