(A) Service units are established in accordance with generally accepted engineering and planning standards.
(B) For water and wastewater impact fees, service units shall be calculated in accordance with the attached Appendix A – Table of Water and Wastewater Service Unit Equivalencies, as determined by the size of the water meter(s) for the development, or alternatively, as approved the Director of Public Works as a result of an engineering report prepared by a qualified professional engineer licensed to perform such professional engineering services in the State of Texas, which demonstrates that the number of service unit equivalents (SUE’s) for the new development will be different than those indicated by the size of the water meter.
(C) If the Director of Public Works determines that the water pressure in the city's transmission main is significantly higher or lower than standard pressure such that the size of the water meter is not indicative of actual service demand, the Director may adjust the number of SUE’s based on a smaller or larger sized meter which more accurately reflects the flow rate and the system pressure conditions.
(D) In determining the number of service units for water and wastewater, the following rules shall apply:
(1) Each new freestanding building requires a new water meter, except as provided in division (2).
(2) Where a site is redeveloped (clearance and reconstruction), no new service units will be attributed to such redevelopment, provided that the water meter is of the same size as the development previously occupying the site. If meter size is increased, the number of service units will be based upon the increase in capacity of the meter.
(3) Existing buildings or land uses may be expanded using existing meter service. No service units will be attributed to such development if the water meter size remains the same. If the meter size is increased, the number of service units will be based upon the increase in capacity of the meter.
(4) If an existing structure or use does not require a water meter for water or wastewater service, or does not generate the need for water or wastewater service, no service units will be attributable to such use or structure.
(5) Upon wastewater tap purchase for lots for which no water meter has been purchased, service units shall be established by a professional engineer licensed in the State of Texas, shall be reviewed by the Director of Public Works, which shall designate the appropriate number of service units.
(6) In determining the number of service units for wastewater impact fees, no service units will be attributed to irrigation meters.
(7) Service units attributed to irrigation meters within the medians and parkways of thoroughfares as shown on the city's thoroughfare plan shall be paid in accordance with the development agreement between the city and the developer.
(8) A one-time credit for a three-fourths inch irrigation meter shall be attributed for the landscaping of a residential subdivision's entryways. Additional charges for larger meter(s) shall be paid by the developer/owner.
(F) For roadways, service units shall be calculated in accordance with Appendix B – Table of Vehicle-Mile Equivalencies.
(G) The City Council may revise the service unit equivalency tables according to the procedure set forth in Tex. Local Gov’t Code Ch. 395 and its successors.
