This chapter is intended to assure the provision of adequate public facilities for water, wastewater and roadway facilities to serve new development by requiring each such development to pay its pro rata share of the costs of such improvements necessitated by and attributable to such new development, in conformance with the provisions of Tex. Loc. Gov't. Code Ch. 395.
