§ 33.04 USE OF POLICE STATION PROPERTY FOR CERTAIN ACTIVITY.
   (A)   The buildings and premises of the Cleburne Police Department at 302 West Henderson Street, is hereby designated as a non-public forum. This is the building and premises at which official business of the police department is conducted, including training, administration, and other official department business.
   (B)   Except as permitted by division (C), it shall be unlawful for a person to engage in protests, public speeches, marches, sit-ins, or demonstrations promoting a point of view at the buildings or premises set forth in division (A).
   (C)   Activity that is unlawful under division (B) is permitted:
      (1)   On adjacent sidewalks and public rights-of-way so long as the activity is not conducted in the roadway; and
      (2)   Only if the activity does not obstruct vehicle or pedestrian movement on any street, road, sidewalk or access to or from the building or premises set forth in division (A).
   (D)   For the purposes of this section, the term DEMONSTRATION is defined as the dissemination of information by displaying objects, placards, signs, symbols, or engaging in expressive conduct concerning religious, political or other views to the extent that such activities are protected by the First Amendment of the United States Constitution or Article 1, Section 8 of the Texas Constitution.
   (E)   For the purposes of this section, the term ROADWAY is defined as the portion of a street or highway designed, improved or ordinarily used for vehicular travel, typically delineated by curbs, edgelines or the edge of the pavement.
