§ 105.09 VENDOR REQUIREMENTS.
   (A)   All structures must be removed at the end of each day unless otherwise permitted by the city. Vendors setting up portable awnings, canopies, or tents may not insert stakes into the concrete or use bricks to secure such structures. These structures may be secured by the use of buckets filled with sand, cement or water. Exception: during a permitted special event, with an approved special event permit vendor booths and wares may remain on Market Square until the end of the special event.
   (B)   Vendors are responsible for their children and guest(s) at all times. Children must be supervised at all times and may not run freely through the market or cause disruption of other vendors and customers.
   (C)   Vendors are responsible for the merchandise, security and liability of their booths and persons. Vendors shall indemnify and hold the city harmless from any and all loss or cost of damages.
   (D)   Smoking is prohibited at the Market Square.
   (E)   Animals, other than service animals, are prohibited at Market Square unless otherwise permitted by the city.
   (F)   Firearms are prohibited upon the property of Market Square.
   (G)   Market Square may not be used without city authorization or during "closed hours".
   (H)   All vendors must cease operation by 8:00 p.m. each day and vacate the premise no later than 9:00 p.m. each day. No equipment, agricultural products, wares, vehicles, refrigerators, trailers, awnings, tents, tables, chairs, or other items may be left at Market Square at the end of each day. All trash and debris must be removed by the vendor at the end of each day or the close of the special event. A cleanup fee of $100 will be charged to the vendor if the city has to remove any trash, debris or products left behind by the vendor. Products or items left at Market Square will be removed by the city and the responsible vendor will not be allowed to rent a lease space for a period of six months. Exception: during a permitted special event with an approved city special event permit, vendor booths and wares may remain on the property until the end of the special event.
   (I)   Vendors requiring electricity are responsible for providing and maintaining electrical appliances and devices. Extension cords and other electrical appliances/devices must have the rated capacity to supply the electrical equipment serviced. Extension cords and other electrical appliances/devices must be tested and listed in published reports of inspected electrical equipment by an approving agency. Extension cords and other electrical appliances/devices that are damaged or hazardous are prohibited. Mats should be used to cover all portions of the cord that lay in any walking area to help prevent trip hazards. Vendors may not use tape to cover cords.
   (J)   Vendors may only access electrical service distribution panels to power circuit breakers on or off. All electrical connections must be made through approved and installed electrical receptacles. Other than stated above, vendors shall not remove covers, access, alter or tamper with electrical service distribution panels at Market Square.
   (K)   Vendors may not dump oil, wastewater, or any other refuse (including clean water and/or ice) into the storm drains, landscaping or any other area around the Market Square.
   (L)   Vendors may not sell any live animals, including, but not limited to dogs, cats, reptiles, birds, rodents, poultry, fish, or livestock.
   (M)   Vendors may not sell resale or garage sale items. All resale items must be sold within an approved flea market.
