Section 8.12 INDEPENDENT ANNUAL AUDIT.
   The Council shall designate certified public accountants who shall make such independent audits of accounts and other evidences of financial transactions of the City government as the Council shall direct and submit their report to the Council at such times and in such manner as the Council shall direct and in compliance with the State and Federal laws.
