Section 7.1 REFUNDING BONDS.
   The City Council shall have the power and authority by ordinance duly passed and is hereby expressly authorized to issue bonds for the purpose of refunding bonds or other indebtedness of the City of Cleburne previously issued, in accordance with the Constitution and the laws of the State of Texas.
