The City Manager, at least sixty days prior to the beginning of each budget year, or no later than 15 days after the tax role is submitted to the City, shall submit to the Council a proposed budget and an explanatory budget message. For such purpose, at such dates as he shall determine, the City Manager, or an officer designated by the City Manager, shall obtain from the head of each office, department, or agency estimates of revenue and expenditure of that office, department, or agency detailed by organization units and character and object of expenditure, and such other supporting data as he may request. In preparing the budget, the City Manager shall review the estimates, shall hold hearings thereon, and may revise the estimates, as he may deem advisable.
