Section 4.6 APPOINTMENT, SALARY AND REMOVAL OF CITY MANAGER.
   (A)   Appointment. The Council shall appoint, by a majority vote of the entire Council, an officer of the City who shall have the title of City Manager and who shall have the powers and perform the duties provided in this Charter. The Manager shall not be appointed for a fixed time.
   (B)   Salary. The salary of the City Manager shall be fixed by the City Council, of which all or a portion of the salary may be paid out of the revenues of the Water and Sewer Department.
   (C)   Removal. The Manager may be removed at the will and pleasure of the Council by a vote of 4/5 of the entire Council. The action of the Council in suspending or removing the City Manager shall be final, it being the intention of this Charter to vest all authority and fix all responsibility for such suspension or removal in the City Council.
