The City shall have the power by ordinance or otherwise to direct and control, within the city limits, the speed of engines, locomotives, and motor cars operating on railroad tracks, the construction of railroad tracks, turnouts, and switches, and the regulation of the grade thereof and the use of streets, and regulating unusual and excessive noises, and to regulate by ordinance all signal lights and safety devices at street crossings.
