§ 72.26 BASIC REQUIREMENTS FOR ESTABLISHMENT OF LOADING ZONES.
   (A)   Application for the designation of a loading zone must be made in writing to the Director of Public Works, and shall be subject to the approval of the Traffic Safety Committee and the City Council.
   (B)   Approval of one loading zone (shall be granted) if:
      (1)   A usable entrance from an adjoining alley or street does not exist.
      (2)   A loading zone does not presently exist within 100 feet, either direction of the business or person requesting such; in any alley or upon any city street.
      (3)   A loading zone does not presently exist within 100 feet, either direction, or a street or alley intersection.
      (4)   There is sufficient distance (i.e., 22 feet minimum) within which to establish a loading zone, excluding:
         (a)   Ten feet from an alley or street intersection of curblines or property lines, if curbs do not exist.
         (b)   Twenty feet from the driveway entrance to any fire station.
         (c)   Fifteen feet from any fire hydrant.
   (C)   Approval of two consecutive loading zones shall be granted if:
      (1)   A usable entrance from an adjoining alley or street does not exist.
      (2)   One such vehicle that might occupy the loading zone on a regular basis (at least once a week), exceeds 22 feet in length.
      (3)   There is sufficient distance (i.e., 44 feet minimum) within which to establish a loading zone, excluding:
         (a)   Ten feet from an alley or street intersection of curblines or property lines, if curbs do not exist.
         (b)   Twenty feet from the driveway entrance to any fire station.
         (c)   Fifteen feet from any fire hydrant.
   (D)   Before approval of division (B) or (C) above, the need for a loading zone must be justified in the minds of the members of the Traffic Safety Committee considering such request.
