§ 70.09 MOTOR VEHICLES: RACING MOTOR; SUDDEN STARTS OR STOPS; UNNECESSARY HORN BLOWING; AUXILIARY OR COMPRESSION ENGINE BRAKES.
   The following activities are prohibited and subject to the penalty set forth in § 70.99:
   (A)   Accelerating or racing the motor of a vehicle from a sudden start or stop so as to cause a loud noise in a manner calculated to disturb the person or persons present;
   (B)   Bringing a motor vehicle to a sudden start or stop or blowing the horn when no necessity for the protection of the driver or the property exists in a manner calculated to disturb the person or persons present.
   (C)   The use or operation of an auxiliary or compression engine brake, commonly referred to as a "Jacobs" or "Jake Brake", which produces any noise in addition to the normal operating engine noise, shall be prohibited within the city.
      (1)   This provision shall not be construed to prohibit the use of such braking mechanism by emergency vehicles while in the performance of their official or normal duties.
      (2)   This provision is not intended to prohibit the passage of vehicles equipped with engine or Jake Brakes in posted areas, but rather prohibit the use of such equipment in posted areas.
