Any variance from the requirements of this chapter must be approved in advance by the Director. The Director may grant a variance only if the applicant demonstrates an extreme hardship and the public health, safety, welfare, and convenience are not adversely affected by granting the variance. The Director may not grant a variance from the indemnity requirements.
