§ 153.07 APPOINTMENT OF OFFICERS AND ADOPTION OF RULES; REQUIRED BYLAWS.
   The Planning and Zoning Commission shall elect a Chairperson and a Vice-Chairperson from its membership. The Chairperson shall preside over all meetings of the Commission. The Vice-Chairperson shall perform the duties of the Chairperson in his or her absence or inability to act. The Commission shall also have the power to make rules, regulations and bylaws for its own government, which shall conform as nearly as possible with those governing the City Council, and which shall be subject to approval of the Council. Such bylaws shall include, among other items, provisions for:
   (A)   Regular and special meetings, open to the public.
   (B)   Records of its proceedings, to be open for inspection by the public.
   (C)   Reporting to the governing body and the public, from time to time and annually.
   (D)   The holding of public hearings on its recommendation.
