§ 31.11 CITY MANAGER TO NOTIFY COUNCIL OF EXPIRATION OF TERMS AND VACANCIES; WHEN NEW APPOINTMENTS TO BE MADE.
   The City Manager is required to notify the City Council, through the agenda, of the expiration of terms of appointments, or vacancies, in the membership of boards and commissions. The Council will then make appointments in writing on forms providing biographical data and qualifications at the first regular meeting following the notification of a vacancy or expiration of term.
