§ 52.06  REMOVAL OF SOLID WASTE AND RECYCLABLES BY AUTHORIZED COLLECTORS ONLY.
   (A)   No person, except authorized collectors of solid waste or recyclables, shall remove, injure or meddle with any solid waste or recyclables container or bin of another, nor use the same without permission of the owner.  The Town Council may provide other terms and conditions in the contract with the collector for the removal of solid waste or recyclables as they may deem wise and as an emergency may demand.
   (B)   Because the collection of solid waste, including garbage, or recyclables in the town is part of the comprehensive system of removing and disposing of sewage within the town in furtherance of the public health and safety of the residents of the town, it shall be unlawful for any person, firm or corporation to engage in the business of collecting solid waste or recyclables from the residents within the town, except for persons, firms or corporations engaged in the business under contract with the town, as provided in the provisions of this chapter.
