(A) Solid waste defined.
(1) SOLID WASTE shall include:
(a) All food waste which was intended to be used as food or that attends the preparation of, use, cooking, dealing in or storage of food.
(b) Useless waste or rejected matter including, but not limited to, ashes, cans, metal ware, glass, crockery, dirt, sweepings, shavings, boxes, paper products, or other refuse.
(c) Shall not include yard waste, including leaves, grass, tree clippings or weeds.
(2) The Town Council, or the contractor, if the town has contracted with another entity to collect, remove, and dispose of solid waste, shall have the right to restrict dangerous or hazardous items or substances.
(B) Recyclables. The type and quantity of recyclables that may be collected, removed, and disposed of shall be determined by the Town Council as often as necessary to promote the safety and convenience of the residents of the town.
(C) Containers.
(1) All residential solid waste to be collected shall only be placed in a contractor-provided trash container (cart). Excess solid waste may be placed in a sturdy plastic bag to which shall be affixed a contractor’s sticker, which may be purchased at the Town Hall for $1 each.
(2) All recyclables to be collected shall be placed only in a contractor-provided recyclable container (cart), and no trash may be placed therein.
(D) Pick up.
(1) Solid waste shall be picked up weekly beginning Monday, April 2, 2018. Recyclables shall be picked up bi-weekly beginning April 2, 2018. Containers from each residence shall be placed between three and five feet of the pavement’s edge, no closer than three feet. If the trash and recycle carts are placed in a corral it shall be three-sided with the long side either facing the street or easily accessible from the right or left s the trash truck approached the corral. Open side shall not face away from the street. The carts shall also be secured in the corral. If the carts are not in a corral they may not be placed within three feet of the pavement’s edge, sooner than 24 hours prior to the scheduled pick- up.
(2) Containers placed in the required three-feet of pavement’s edge more than 24 hours prior to pick-up, or remaining 24 hours after the scheduled pick-up, shall be considered a violation of this chapter and could subject the residence owner to fees provided for in § 52.08(D) of this chapter.
