(A) The Building Commissioner of the Steuben County Building Department is hereby authorized and directed to administer and enforce all of the provisions of this chapter.
(B) The Town Council may enter into an arrangement with another person or entity to perform the duties of the Building Commissioner created by this chapter.
(C) The provisions of this chapter apply to the construction, alterations, repair, use, occupancy, maintenance and additions to all buildings and structures, other than fences, in the town and the portions of the jurisdictional zoning area outside of the town to the extent that the same does not conflict with the inspection program of the county in the jurisdictional zoning areas.
