It shall be unlawful to stop, stand or park a vehicle or trailer upon any road or street, or park a vehicle on or across a sidewalk, private or public driveway in the town, except as hereinafter provided:
(A) In connection with residential services (including but not limited to landscaping, mowing or deliveries) temporary parking on one side of the roadway is permitted for up to one hour, so long as free passage of vehicular traffic is permitted on the opposite side of the road or street and appropriate signage or temporary traffic cones are placed for the sale travel of other motorists upon the road or street;
(B) In connection with utility maintenance, or residential construction, temporarily parking on one side of the roadway is permitted for up to four hours, so long as free passage of vehicular traffic is permitted on the opposite side of the road or street and appropriate signage or temporary traffic cones are placed for the safe travel of other motorist upon the road or street. For any period in excess of four hours, a daily permit shall be secured from the town through the office of the Clerk-Treasurer, at a cost of $50 per day, but in no event shall stopping or parking be permitted before sunrise or after sunset.
(C) In the event that a total closure of a road or street is required, at least 24 hours in advance, the utility or contractor shall advise Steuben County 911 and the Fremont Fire Department of the intended closure, and shall also be required to post additional signage advising the motoring public of any required detour route.
