(A) There is hereby created a separate account to be known as the Accident Report Account.

(B) A fee of $3 is hereby established and shall be charged for each accident report. The fees shall be deposited in the Accident Report Account, and may be expended at the discretion of the Town Council for any purpose reasonably related to the keeping of accident reports and records, or the prevention of street and highway accidents.
