§ 30.03 COUNCIL TERMS.
   (A)   The Clear Lake Town Council consists of five members.
   (B)   The Council members represent the citizens of the town as follows:
      (1)   Ward 1 - one representative;
      (2)   Ward 2 - one representative;
      (3)   Ward 3 - one representative;
      (4)   At-large - two representatives.
   (C)   In order to provide continuity to the Town of Clear Lake Legislative Government, the terms and elections for members of the Town Council and Clerk-Treasurer shall begin to be staggered as follows:
      (1)   The two at-large representatives and the Clerk-Treasurer shall be elected at the 2011 municipal election and shall serve a term of three years beginning January 1, 2012.
      (2)   The two at-large representatives to the Town Council and the Clerk-Treasurer shall next be elected at the 2014 general election and shall serve a term of four years and shall begin on January 1 following the election. The subsequent terms for the two at-large representatives to the Town Council and the Clerk-Treasurer shall be four years and shall begin on January 1 following the election.
      (3)   The representative of Ward 1, Ward 2 and Ward 3 to the Town Council shall be elected at the 2011 municipal election and shall serve a term of four years beginning January 1, 2012.
      (4)   The representatives of Ward 1, Ward 2 and Ward 3 to the Town Council shall next be elected at the 2015 municipal election and shall serve a term of four years beginning January 1 following the election. The subsequent terms for the representatives of Ward 1, Ward 2 and Ward 3 to the Town Council shall be four years and shall begin on January 1 following the election.
