Any person who throws or casts any stone or other missile, or propels any bullet, stone or other heavy substance from a sling-shot, air gun, spring gun or other device at or upon any building, tree or other property, or on or from any street, alley, sidewalk, public place or unenclosed grounds within the town, except upon his or her own premises shall, upon conviction, be fined.
