§ 112.11 LINE EXTENSION.
   (A)   It shall be the obligation of the company to serve all residents of the town, except to the extent that density of homes, adverse terrain or other factors render providing service impracticable, technically unfeasible or economically noncompensatory to the company.
   (B)   For purposes of determining compliance with the provisions of this section, the company shall extend service to new subscribers at the normal installation charge and monthly rate for customers of that classification where there are an average of 45 homes per each linear mile of new main cable construction. Extensions of service shall be required only on a basis which is reasonable and compensatory to the company, and as determined by the company.
