(A) The franchise granted the company in this chapter shall terminate 15 years from date of grant. Beginning with the sixth month before the franchise expires, the town may, for a period of six months, on its own initiative or at the request of the company commence franchise renewal proceedings.
(B) The franchise renewal request shall initiate the following process:
(1) A public proceeding shall be conducted after notice and affording the public an opportunity to participate for the purposes of:
(a) Identifying the future cable-related needs and interest of the community; and
(b) Reviewing the performance of the company under this franchise.
(2) At the completion of the proceedings, the town shall issue a written decision granting or denying the renewal, based upon the record of the proceedings. The written decision shall state the town's reasons, and a copy shall be furnished to the company.
