In interpreting and applying the provisions of this chapter, the mural regulations contained herein are declared to be the maximum allowable for the purposes set forth. If the City Manager's designee determines that an application needs further interpretation, he or she may request further review of the application by the City Manager.
If the City Manager's designee makes the determination that an application be denied, the City Manager shall, upon written request submitted by the applicant to the City Recorder's Office, within five (5) business days after receipt of such request, review and make a determination on the designee's determination. If the City Manager affirms the designee's determination, in whole or in part, the person may appeal the final determination to the Second District Court in accordance with the Utah Administrative Procedures Act, Utah State Code section 63G-4-101, et seq.
