A violation of this chapter shall be prosecuted in the same manner as class B misdemeanors are prosecuted and upon conviction, the violator shall be punishable as provided in section 1-4-1 of this code; however, in addition to or in lieu of any criminal prosecution, the city shall have the power to sue in civil court to enforce the provisions of this chapter.
