No person shall subdivide any tract of land which is located wholly or in part within the corporate limits of the city, nor shall any person sell, exchange, offer for sale, purchase or offer to purchase, any parcel of land unless there shall first be recorded a plat of such land which has been prepared and recorded in compliance with the requirements of this title.
