The purpose of this chapter is to ensure that all new development within the city is of exceptional quality and expresses attractive architectural and site design standards consistent with its particular use and location. The provisions in this chapter are meant to supplement the objectives of other chapters in this title which also impose certain design standards or requirements that are zone specific.
