9-1-13: LIABILITY FOR DAMAGES:

The city shall not be liable for any damage to a water meter from a turnoff by the city, or by reason of stoppage or interruption of its water supply caused by fires, scarcity of water, accidents to works or mains, alterations, additions, repairs or from any other avoidable cause.
