Nothing contained in this chapter or in chapter 2 of this title shall in any way be deemed a waiver of any of the provisions contained in the planning and zoning regulations of the city and wherever any conflict may arise between the standards herein required and the planning and zoning regulations, the provisions of the latter shall control.
