It is unlawful for any driver or other person having control of any vehicle to violate or allow such vehicle to be operated in violation of the provisions of this chapter. A violation of any provision of this title, or any rule or regulation adopted in accordance with the provisions of this title, unless otherwise required in State law or this title, may at the City's sole discretion be pursued as an administrative, civil, or as a criminal violation of this Code.
