5-2-1: SERVICES PROVIDED BY CITY:
The city will provide directly or by agreement with a contractor for the collection and disposition of garbage, refuse, and recyclable materials (the "garbage collection system") in accordance with regulations hereinafter specified or established by ordinance or resolution of the city council.
