The planning commission shall elect from its membership a chairperson and shall adopt rules and regulations, subject to the provisions of the laws of the state and the zoning and planning regulations of the city to provide for the regulation of its procedure and the conduct of its duties, and may amend such rules from time to time. All such rules and amendments shall be reduced to writing and shall be filed with the city recorder. (1966 Code § 3-1-7)
